Society Constitution

(Title) Provision 1

The association is referred to as the Society for Environmental Economics and Policy Studies (abbreviated as SEEPS).

(Objectives) Provision 2

The objective of this Association is to develop friendly relations and promote mutual improvement amongst members, to integrate economics, policy science and related sciences to promote theoretical and empirical research activities on relationships between the environment and the economy and policy, as well as to encourage international research exchange.

(Association Activities) Provision 3

The Association will conduct the following activities to achieve the goals of the preceding provision.

(1) Hold research report conferences and lectures
(2) Publish in journals and books
(3) Exchange research with related organizations
(4) Other activities deemed appropriate by the Board of Directors

(Members) Provision 4

The Association membership consists of regular members, senior members, student members and supporting members. Regular members, senior members and student members are individual members engaged in environmental economic and policy research, and supporting members are members of corporations etc. which support the activities of the association.

  1. Admission to the Association requires the recommendation of one regular member and the final decision of admission is made by the Board of Directors.
  2. Membership fees must be paid annually.
  3. Members receive the Association’s publications and may participate in the various projects of the society.
  4. Supporting members receive the Association's publications and may participate in various projects of the society, as well as be provided with benefits from the Association regarding lecturer services, consignment referrals, provision of materials etc. in the case of lectures, workshops, contract research, and surveys etc.
  5. Senior membership is open to regular members aged 60 or older, not in a full-time position and qualified as a regular member for 5 years and more.
  6. The final decision of suspension is made by the Board of Directors. Members intending to suspend and return the Association must notify the secretariat in writing. Members are exempted from paying annual membership fees during the suspension period. However, members shall not receive any publication by the Association during the suspension period. Members also shall not participate in our annual convention as well as various meetings and activities. The application of suspension is accepted on a fiscal yearly basis. Members may renew the suspension period if members apply for continuation of the suspension. When members return to the Association, members shall pay the annual membership fees including unpaid fees.
  7. If members do not pay annual membership fees, suspension is imposed in the next fiscal year. If non-payment of membership fees continues for a period of two years and more without applying for continuation of the suspension, membership is, in principle, forfeited.
  8. Members intending to withdraw from the association must notify the secretariat in writing.
  9. In the event that a member acts in a manner contrary to the purpose of the association membership to the association may be cancelled, following certain procedures.

(General Meeting) Provision 5

In principle, the Association shall hold a General Assembly once every year.

  1. An extra-ordinary general meeting shall be called as deemed necessary by the Board of Directors, or, when requested by one-third or more of the members.
  2. The General Assembly shall be convened by the President.
  3. The proceedings of the General Assembly shall be decided by a majority of the attending members.
  4. Other matters concerning the administration of the General Assembly shall be determined by the Board of Directors.

(Executive Officers) Provision 6

The following officers shall be appointed by the Association:
One President
Two Vice-Presidents
A few Executive Directors
Not more than 35 Directors
Two Auditors

  1. The President shall preside over the affairs of and represent the Association. The Vice-President shall assist the President and act as proxy in the event the President is unable to act.
  2. The Executive Directors are in charge of daily affairs.
  3. The Director shall preside over affairs of the Association.
  4. The Auditor shall audit the accounts.

(Election of Executive Officers) Provision 7

Directors and auditors of the Association shall be elected from among the members. The term of the president, vice president, managing director, director, and selection method shall be determined separately.

(Steering Committee) Provision 8

Some members of the steering committee can be commissioned from among the members by the Board of Directors. The Steering Committee assists the Board of Directors in the execution of meeting affairs.

(Board of Directors) Provision 9

The board of directors consists of the President, Vice-President and Directors and determines the constitution of the Association, in addition to the execution of activities as stipulated in the by-laws.

  1. The proceedings of the Board shall be decided by a majority of the attending members. If the Board issues a statement, the Board requires the consent of all attending members.
  2. The Board may delegate routine business to the Managing Board, which consists of the President, Vice-Presidents and Executive Directors.

(Branch and Section Meetings) Provision 10

Branches and sections in the Association can be established at the discretion of the Board of Directors or by member application.

(Fiscal Year) Provision 11

The fiscal year of the Association begins on April 1st and ends on March 31 of the following year.

(Dissolution) Provision 12

The Association may be dissolved by the decision of the Board of Directors or by proposal from members. In such case, the procedure shall be determined separately.

(Changes to the constitution) Provision 13

Changes to the constitution of the Association may be submitted to the General Assembly by a proposal of a majority of the Board of Directors or more than a fifth of its members.


Supplementary Provisions

  1. The Association was established on the 2nd of December, 1995.
  2. The secretariat of the Association is located in the offices of the Academic Society of Japan Administration Center, Osaka (14th Floor, LC Bldg., 1-4-2 Shinsenri Higashi-machi, Toyonaka City, Osaka).
  3. The Director and executive officers at the time of establishment of the Association are as per the attached list of officers, regardless of the provisions of Article 7. The term of office of these officers is until March 31, 1998 regardless of the provisions of Article 7.
  4. The fiscal year of the year of the establishment of the Association is from the 2nd of December, 1995 to the 31st of March, 1997, regardless of the provisions of Article 11.
  5. (Revised on 13th September, 2014) The provisions of the Managing Board were added.
  6. (Revised on 25th September, 2021) The provisions of decision of the General Assembly and the Board were added.
  7. (Revised on 23rd December,2021) The provisions of senior members and suspension were added.

Appendix

  1. After the bankruptcy of the Academic Society of Japan Administration Center on August 17, 2004, the secretariat of this association will be in the Academic Support Center.
  2. In response to the withdrawal of the Academic Support Center at the end of March 2019, the secretariat of the association will be located at Kokusai Bunkensha Co., Ltd.

Membership Fee By-laws

The following fees are due by April every year.

  1. Regular members: ¥10,000
  2. Senior members: ¥5,000
  3. Student members: ¥5,000
  4. Supporting member contribution: ¥50,000
